Chairman of the State Duma of the Russian Federation Vyacheslav Volodin reminded that on September 10 the period of stay in Russia expired for foreign citizens included in the register of controlled persons — a database containing migrants residing in the country with violations. He emphasized that this register was created in accordance with a federal law adopted in response to numerous appeals from citizens.
The Chairman of the State Duma noted that in the first eight months of 2025, court bailiffs expelled about 35,000 foreigners who violated migration laws. However, as of early September, about 770,000 people, including women and children, were still listed in the register. A special regime — the deportation regime — has been introduced for them, providing for enhanced control and a number of restrictions. Such migrants are prohibited from obtaining driver’s licenses, buying or selling property, opening bank accounts, transferring funds, getting married, or managing their savings.
Vyacheslav Volodin emphasized that foreigners who have not legalized their stay are obliged to leave Russia, indicating the date and route of departure. Otherwise, they face forced expulsion and a fine, after which entry into the country will be prohibited for at least five years. According to him, the new system makes it possible to bring order to the migration sphere and ensure that all foreign citizens comply with Russian laws.
