Rules for the relocation of compatriots to Russia have been changed

Starting from January 1, 2024, compatriots wishing to return to Russia within the state program will be required to confirm their proficiency in the Russian language. This was announced by the website of Rossotrudnichestvo, referring to the resolution adopted in accordance with the decision of the President of Russia.

"The innovation will not complicate the resettlement of compatriots. Most of them, one way or another, speak Russian, and absolute proficiency in the Russian language at the C1 or C2 level will not be required," said Deputy Head of Rossotrudnichestvo Pavel Shevtsov in a conversation with TASS. According to Pavel Shevtsov, there will be three ways to confirm proficiency in the Russian language.

The first method involves providing a document on education not lower than secondary general education until September 1, 1991, in one of the states that were part of the USSR. Alternatively, providing a document issued after September 1, 1991, on obtaining education in Russia.

The second method is applicable to countries where the Russian language is one of the official languages. Here, it is necessary to provide a document on education obtained in that country.

The third method involves a decision by a special commission conducting interviews with compatriots. Such commissions will be formed by the Ministry of Internal Affairs of the Russian Federation or its territorial bodies.

Pavel Shevtsov emphasized that the practical implementation of the new regulation will need further refinement.

It is worth noting that the program to assist voluntary resettlement to Russia for compatriots residing abroad was approved by the decree of the President of the Russian Federation in 2006. Its goal is to help people who remained abroad after the collapse of the USSR return to their homeland.
