The State Duma of the Russian Federation has granted foreigners the right to undergo mandatory fingerprinting abroad

The State Duma of the Russian Federation has passed a law granting foreigners who wish to visit Russia the opportunity to undergo mandatory fingerprinting registration outside the Russian Federation. Additionally, this document expands the practice of involving enterprises subordinate to the Russian Ministry of Internal Affairs in providing state services in the field of migration.

The document mentions the involvement of the Federal State Unitary Enterprise "Passport and Visa Service" in accepting applications necessary for issuing visas, invitations, permits for temporary residence, as well as issuing or replacing residence permits and documents for labor activity, including applications for the reissuance of patents. The Federal State Unitary Enterprise will also be involved in conducting mandatory state fingerprinting registration and accepting applications for the registration of a foreign citizen's place of residence. The multifunctional migration center in Moscow will also have similar powers, according to TASS.

The law "On State Fingerprinting Registration in the Russian Federation" enshrines the possibility of undergoing fingerprinting registration outside Russia for foreigners and stateless persons intending to come to the country for work or other purposes unrelated to employment for a period exceeding 90 days. The procedure will be carried out in foreign countries determined by the Russian government. This work will be carried out by the representations (representatives) of the Russian Ministry of Internal Affairs abroad with the participation of a subordinate enterprise.

An amendment to the law "On the Legal Status of Foreign Citizens in the Russian Federation" is introduced, allowing these citizens to also undergo photographing abroad. Upon returning to Russia, they will be required to personally contact the territorial authority of the Ministry of Internal Affairs to obtain a document confirming the completion of the specified procedures.
