The Ministry of Labor and Social Protection of the Russian Federation has proposed raising the quota for hiring qualified foreign workers arriving with visas to 234,900 people in 2025. In 2024, this figure was estimated at 155,900, and in 2023 it stood at 124,000. The draft resolution has been submitted for review by the Russian government.
According to the document, the push to attract migrant workers is driven by a labor shortage in certain regions and the need to maintain imported equipment. Foreign specialists are also required for the implementation of various large projects.
The highest demand in 2025 will be for qualified personnel for industrial enterprises, with a quota of 74,000 workers (an increase of 85% compared to 2024). Quotas will also rise for workers in mining, construction, and repair fields to 43,000 (+43%), while 29,000 permits (+31%) will be allocated for operators, machinists, and assembly fitters.
According to Rosstat, the unemployment rate in Russia in August 2024 remained at 2.4%, the same level seen in June and July. This figure marks a historic low since records began in 1991.
