An experiment on collecting biometric data from foreigners has begun in Russia

On December 1, 2024, Russia launched an experiment introducing biometric control for foreigners.
As part of the program, biometric data collection began at several checkpoints, including Moscow airports Sheremetyevo, Domodedovo, Vnukovo, Zhukovsky Airport, and the Mashtakovo checkpoint in the Orenburg region, according to RIA Novosti. Foreign citizens and stateless persons will be photographed and fingerprinted. The project, initiated by a decree of the Russian government, will run until June 30, 2026.
According to the document, the experiment will be conducted in two stages. In the first stage, biometric data will be collected only at the specified checkpoints. The second stage, starting on June 30, 2025, will expand to cover all border checkpoints in Russia.
As part of the program, foreign citizens entering without a visa will be able to use a mobile application to submit their photograph and a statement of the purpose of their trip in advance. These data will be valid for 90 days.
The primary goal of the program is to create a digital profile for foreigners to simplify and expedite entry and exit procedures. Exceptions will be made for Belarusian citizens, diplomatic mission staff, and their families, who will not be affected by the new measures.
